Dr. Shahin BAYRAMOV is the Founding Rector of Qarabağ University, a position he has held since 2024, and a member of the Administrative Board of the International Association of Universities (IAU) since 2022. Previously, he served as Rector of Mingachevir State University (2019–2024) and as Deputy Director of the Research and Higher Education Department at the Ministry of Science and Education of the Republic of Azerbaijan (2017–2019). From 2012 to 2017, he served as Vice-Rector for International Affairs and Programs at Azerbaijan State University of Economics (UNEC). Between 2006 and 2015, he was an Expert at the Science and Education Committee of the Parliament of the Republic of Azerbaijan.
As an Associate Professor, Dr. Bayramov has taught courses in International Economics, International Trade, International Economic Organizations, EU Economics, and Research Methods at various universities since 2005.
He holds Bachelor’s, Master’s, and Doctoral degrees in International Economics from UNEC. He completed a Graduate Study Program in Higher Education Administration and Academic Leadership at The Pennsylvania State University (USA). He has also completed several professional development programs in university management at Cornell University (USA), the University of Warwick (UK), and Indiana University Bloomington (USA).
Dr. Bayramov has participated in numerous conferences and forums in Azerbaijan, the United States, China, the United Kingdom, France, Finland, Belgium, Austria, Spain, Germany, Switzerland, Türkiye, Lithuania, Hungary, Bulgaria, Saudi Arabia, Malaysia, the United Arab Emirates, Thailand, Kazakhstan, and other countries.
His areas of academic and professional interest include Higher Education Administration, Internationalization of Higher Education, the Bologna Process, the European Higher Education Area (EHEA), Multiculturalism in Higher Education, University Rankings, International Economics, and Sustainable Economic Development.
